Using FlashEff on Flash builder 4

I am not very comfortable with Flash Professional CS5 but i am pro in Flash Builder 4 .
I have compiled FlashEff examples on Flash CS5 and its awesome.

Now can i have those same effects in Flex without using Flash?
Will those effects be smooth ?

Well, yes you will have the same effects which will look the same as in flash cs.
