Ad agencies and AS3 :O

I'm shocked to discover this 'in the moment' but how can so many ad agencies not support AS3?
If Flasheff2.0 is based on AS3 how on earth can there be this collosal jam-up ?

We are currently on a deadline now and it looks like a 100k's worth of advertising will be down the drain as I wont be able to utilize the flasheff component.

my ads will look terrible but its the only way since (most) of the ad agencies out there still only support ActionScript 2.0

That's unfortunate. I don't understand why would still exists out there agencies that use as2 swfs. Action script 3 is way better and comes out with way more features and definitely opens new possibilities.
