This may be caused by a faulty installment of your Flash CS4.
Go to this folder:
YourUser\Local Settings\Application Data\Adobe\Flash CS4\en\Configuration\WindowSWF\
and check if you have any swf copied in there. If not you should reinstall your Flash using the same language as your OS is installed in.
I'm sure this will salve all your problems.

where are the en and it folders?!

Guys, hi, i read that you find the way to fix the "unavalable issue" of the FX panel on Flash CS4, but, Can you give us a more detailed workarround?
I coundnĀ“t find what files goes in what folder and what it is the destination folder to move the swf on.
The thing is that de Extension Manager says that both extensions FX and Debug are correctly installed, but they are not unther the Other Panels on Flash.
My OS is Widows Vista in spanish with Flash CS4 in english.
