how to create shine layer as described in the tutorial (((([[ An animated header with FlashEff ))))) in video tutorial.... thank you

The shine layer is not a FlashEff animation or filter, it's made with photoshop. If you really want to, I might be able to do it with Flash too.Toy around with the gradient tool and you will get it eventually.
